Subject Seeking past owner info

My brother-in-law is rebuilding a 1960-61 Jaguar XK150. The license plate when he bought it was out of Spokane County. He is pretty certain that this car once belonged to one of his friends who rolled it years ago.
Looking for any way to track past ownership. (his friend has passed away)
